The newly revised Law on The Prevention and Control of Environmental Pollution by Solid Waste went into effect on September 1. The law is not only to set up a corresponding penalties for new content, also widely raises the amount of the punishment of the illegal act, the maximum penalty to 5 million yuan, and increases the daily continuous punishment,administrative detention, and other enforcement measures.

The new "Solid waste Law" will punishes severely heavy penalties for illegal behaviors, increases the amount of fine and types of punishment, strengthens the punishment to people, and at the same time supplement the legal responsibility of some illegal acts. It is clear that the prevention and control of environmental pollution by solid waste should adhere to the principles of reduction, recycling and harmlessness. The regulations on cleaner production audit should be increased for waste production units, and enterprises should be encouraged to adopt advanced production techniques and equipment, so as to reduce the production and harmness of solid waste from the source.

New solid waste law improves the prevention and control system of industrial solid waste pollution. It should be made clear that the polluter is to blame and that the unit producing and discharging waste should perform the responsibility of environmental pollution prevention and control. The new solid waste law strengthens the supervisory responsibility of the government and relevant departments, requires all functional departments of local governments to perform their duties within their respective responsibilities, clarifies that the state implements a domestic waste classification system, and strengthens the prevention and control of environmental pollution by rural domestic waste. Solid waste, such as construction waste and agricultural solid waste, has been added as well.

At the same time, the new solid waste law also limits disposable plastic products. Simplify the production of packaging materials, and prohibit or restrict the production of non-degradable plastic bags and other disposable plastic products.
